Preliminary site assessments, contamination screening, Phase 1 and Phase 2 Environmental Site Assessments, heritage and Aboriginal cultural heritage reviews, ecology and biodiversity screening, and overall environmental risk profiling — delivered before a site is optioned, so capital risk is understood upfront.
Yes. We prepare and manage Environmental Impact Statements, EPBC Act referrals, PlanSA major projects applications, SA EPA environmental authorisations, and NSW SSD pathways — coordinating the full approval programme rather than handling a single document in isolation.
Yes. We advise on grid connection pathways, run AEMO engagement directly, support transmission connection agreement negotiations, and plan Battery Energy Storage System and co-located renewable integration — the same work our team is delivering under AEMO’s Pathway 108 for Project Spark.
Yes. We deliver specialist noise assessments for backup generation and cooling plant, air quality modelling for cooling towers and emergency generators, and greenhouse gas emissions assessments for planning submissions and ESG disclosure — typically the areas of sharpest regulatory scrutiny on data centre applications.
Yes. We provide WHS management plans, hazardous materials and asbestos surveys, occupational hygiene monitoring, Construction Environmental Management Plans, and ongoing compliance programmes through construction and into steady-state operations.

Project Cobra

Project Spark is a proposed data centre and integrated energy campus at Tungkillo, South Australia, roughly 75 km from Adelaide’s CBD, conceived, originated and project-directed by Helia EHS. The assembled multi-lot landholding has potential capacity of up to 1.2 GW, with dedicated data centre, Battery Energy Storage System and solar rights.
Land title assembly, tier-one hyperscaler expressions of interest, SA Cabinet Office and Ministerial briefings, and Memoranda of Understanding with Neoen and SynCo are complete. Grid connection strategy under AEMO Pathway 108 and Environmental Impact Statement preparation are currently underway, with BESS design and solar rights development still pending.
Helia EHS is the project originator, land controller and project director. Energy developer Neoen and commercial partner SynCo are engaged under executed Memoranda of Understanding, and formal expressions of interest have been secured from global tier-one hyperscale technology operators.
Yes. Helia EHS has delivered briefings to the SA Government Cabinet Office and the Minister for AI and State Development, and continues to engage AEMO on grid master planning as the project progresses.
